On the Edit page, open Effects Library, then Toolbox, then Effects, drag an Adjustment Clip to a video track above the shots, and trim it to the exact range.

Duplicate the timeline, open Timeline Settings, choose Use Custom Settings, and enter the target canvas. For vertical, use 1080 × 1920 or enable Use vertical resolution for a landscape preset. Then choose fit, crop, or manual reframe for each shot.

To blur a moving face in DaVinci Resolve Free, open the Color page, add a serial node, draw a soft Power Window around the face, track it forward and backward, then increase Blur Radius on that node.
